The history of Harlingen dates back to 1836 when two men named John and James Combs settled in what is now known as Harlingen. The Combs family had come from Kentucky and were farmers who ranched their land until they sold it to James Bledsoe in 1836. Over time, other families moved into the area and by 1907 there were over 100 people living in Harlingen. In 1916, local developers Harry Whitman and Walter Ladd organized a water project called the San Antonio-Benton Project which aimed to connect two nearby towns - San Angelo and Abilene - by building a canal across the Colorado River. The project was successful enough that Ladd decided to keep going, founding the city of Abilene along with his partners in 1934. Harlingen's growth continued apace during World War II as many men volunteered for military service or started businesses within the town itself. Due to its strategic location on Highway 66 (which connected Dallas and Austin), trade interests also grew quickly throughout postwar America – making Harlingson one of the most active communities in southeastern Texas. After World War II ended, however, economic conditions began deteriorating rapidly throughout much of south-central Texas so by 1970 there were only 692 residents living in Harlington proper while 1,500 people lived near its largest manufacturing center at IHOP headquarters off Interstate 10 just outside of town limits. By 2000 more than 5,000 people lived here including 2200 students at Abilence Community College – making it one of southern TX's top big-city cities!

The Harlingen area was first settled by the Caddo people in the late 18th century. In 1836, Texas was admitted to the United States as a state and the Harlingen area became part of the new state. The town was founded in 1887 by J.M. Hogg and named for General Harlin Schofield, who had helped lead Texas during its annexation into the United States. A post office was established in 1888 and remained in operation until it closed in 1912. From 1886 to 1912, Harlingen also served as a county seat of Hudspeth County.
