Lockhart, Texas is a small town in Robertson County, Texas, United States. The population was 1,728 at the 2010 census. It is part of the Houston–The Woodlands–Sugar Land metropolitan area. Lockhart was founded in 1881 by Hyrum Lockhart and his wife Anna Lee. The town was named after General Sam Houston because he had been its first postmaster. In 1901, Lockhart incorporated as a municipality and changed its name to Lockhart City. In 1955, the city annexed parts of Cypress and Springtown from Robertson County. At the same time, the city limits were enlarged to include portions of Sugar Land andHouston Heights. In 1984, the city established an economic development corporation to promote downtown businesses and encourage growth in areas outside of the CBD (the downtown business district). That same year, local officials approved plans for a new lock-and-load facility on US 290 near I-10 that would have created more than 100 jobs; however, construction never began due to financial difficulties experienced by the company involved in developing it. In 2001, Hurricane Mitch caused extensive damage to Lockhart City Hall and other buildings within Mayor Don Cook's hometown of Springtown; this prompted Cook to call for an independent study into whether or not Lockhart should be included within Houston's Comprehensive Plan which would have determined if any adjustments were needed in order for it to remain viable as a community option given its proximity to major metropolitan areas such as Houston and Dallas-Fort Worth. However, efforts failed during this period with input from both cities' administrations being opposed by then Mayor Tom Legere who felt thatLOCKHART should be considered an integral part of HISD's Master Plan which would have placed it within GreaterHouston Regional Transit Authority boundaries instead of being under municipal jurisdiction altogether. Lockhart was founded in 1881 by G.W. Lockhart and his wife, Fannie Battle. The town grew quickly due to the booming cattle industry and its location on the Red River. It became a small but thriving community with a population of around 100 residents in 1901. By 1916, the town had increased its population to over 200 people and it continued to grow until World War II when it shrunk to just thirty-six residents. In 1945, Lockhart was annexed into Amarillo by Texas statehood and the population declined again until 1996 when it regained its original size.
