Lockhart is a small town in Tarrant County, Texas. The population was 1,799 at the 2000 census. It is part of the Fort Worth-Arlington Metropolitan Statistical Area. Lockhart is located on U.S. Route 287 and Interstate 20 south of Arlington. The land that now makes up Lockhart was first inhabited by Native Americans in what is now Tarrant County. On July 4, 1836, General Zachary Taylor's army passed through this area and burned down a cabin near present-day Lockhart while supplies were being transported to Fort Worth from Goliad Museum in San Antonio - an event which helped spur the development of this town today. In 1868, John Waddell platted what would become Lockhart, naming it after his friend and mentor James Hogg - one of the earliest settlers in Arlington County - who had already built several homes thereabouts before becoming a state legislator in 1870 and later governor of Texas (1874-1877). The post office at Lockhart was established on December 15, 1875; it continued operating until it was discontinued on July 25, 1907. On February 14, 1911 local citizens voted to change their name to "Hogg" after James Hogg Sr., one of their original founders (the namesake for Arlington's historical district). This decision resulted from objections from other residents who felt that having two different surnames would make communication more difficult than necessary and could lead to confusion among locals as to which person should be referred to as "Mr." or "Mrs." In 1916 local citizens passed a resolution proclaiming November 25th as "James Hogg Day" in honor of their late founder - with plans for annual celebrations culminating with a parade through downtown on that date every year thereafter. Lockhart, Texas is a town in Hudspeth County, Texas, United States. The population was 1,827 at the 2010 census. It is part of the Wichita Falls–Fort Worth Metropolitan Statistical Area. The first permanent settler in what is now Lockhart was James A. Lockhart, who arrived in 1872. The community's name comes from James A. Lockhart Post Office that opened on July 10, 1881. Lockhart was originally a small farming and ranching community with only a few homes and businesses existing when the USGS Multiple Choice map of Hudspeth County was created in 1916 In 1918, the post office closed because of mail delivery difficulties caused by World War I shortages of postage stamps A new post office opened on November 3rd under the name "Lockhart" after Emmett J. Lockhart (1867-1948), grandson of James A. Lockhart who had founded the town thirty years earlier
In 1881, Lockhart was founded as a small town by settlers. The area that is now Lockhart was inhabited by the Kiowa and Comanche Nations. In 1892, the town was renamed to honor General George Custer. The post office operated from 1892-1910. In 1907, the townsite of Lockhart was annexed by Austin. In 1911, Austin established the University of Texas at Austin in Lockhart and annexed it in 1912. In 1923, Lockhart became a city after being designated as a part of Austin's new city limits. In 1930, the City Council passed an ordinance establishing public transportation within the city limits and approving a $5 per month tax for this purpose. This ordinance remains in effect to this day and is known as the "Lockhart Transport Act."
