In order for this new commission’s recommendations to be effective, it was necessary for Mayor Harry Skelton - who had also served on the original commission -to sign off on them personally . However , despite assurances from Skelton that he would support their recommendations (),the commission ultimately failedTo achieve any concrete results beforeMayor Terence Cooke took office in 1951 (). Cooke began working earnestly on creating a downtown district but faced many challenges including disagreements between business owners who wanted more space while still remaining accessible via public transportation verses developers who desired higher building values .
