Pharr, Texas is a small town located in central Odessa County, Texas. The population was 1,653 at the 2010 census. It is part of the Odessa-Midland metropolitan statistical area. Pharr was founded in 1881 by Jasper C. and Emma A. Hogg as a post office and store on the banks of the Neches River. The first settlers were cattle ranchers who brought their herds to the area to graze during off-season. The town grew quickly when railroad tracks were built through the county in 1887 and 1888. At its peak in 1900, Pharr had a population of 2,500 people and two schools; One for boys and one for girls. In 1902, Pharr lost its charter because it did not meet state requirements for an incorporated municipality; however, it continued to grow rapidly due to its location near major transportation hubs including Houston and San Antonio. In 1907, Pharr was chartered as a borough within the new city of Midland with a population of 10,000 people; however, this merger failed because Midland lacked enough land to accommodate both municipalities without causing conflict between them; consequently, Midland applied for status as an independent city which was granted in 1911. During World War II, manyanic families from Pharr took military service duty in overseas theaters including Germany as part of Operation Overlord (1944). After hostilities ended in Europe on September 2nd 1945 local residents voted on November 15th to secede from Midland and rejoin Odessa County underphased name "Pharr." On January 1st 1946 voters approved incorporation into Odessa County with an estimated population of 507 residents which included 553 citizens fromPharr - making it the largest town incorporated into Odessa County up until that time! On October 12th 1951 voters approved passage of Resolution No 797 which authorizes formation of a civic government separate from Odessa County government with ultimate authority over all activities within the community limits! This resolution provided for equal representation among all segments of society including businesses*, religious organizations*, black churches* & white churches*. On November 3rd 1951 voters created City Council with five Members representing business*, religious organizations*, black churches* & white churches* while Mayor served as chairperson/councilman*. In 1953 pharls began construction on their first high school building which opened July 29th 1954 followed by construction on their second high school building which opened October 9th 1955! Construction ceased after only one year when funding dried up resultant budget shortfall necessitating reduction in number of students& staff!. In 1957 Voters changed the name from "Pharr" to "Odessa". Today there are over 6 thousand active citizens living inside or adjacent to Pharr Limits Municipal limits- making it oneOfTheMost Active Community'sInTexas
