Pershing ordered that all U.S.-owned land within three miles of Corpus Christi be turned over to the government for use as a base of operations for American forces fighting in Mexico during World War II. As part of this order, Fort Sam Houston Barracks was renamed Camp Bowie (later Camp Bowie Heights). In 1946, Camp Bowie Heights became home to Headquarters and Service Units (H&SUs) 2nd Battalion/5th Marines when Marine Corps Base San Antonio was established nearby. In 1969-1970, H&SUs 1st Battalion/9th Marines also relocated from Camp Bowie Heights to San Antonio after they were equipped with new equipment by Navy Shipbuilding Corp.(NHC). At that time San Antonio also hosted Marine Aircraft Wing Fourteenth Air Force(MACV-14), which operated out of NAS Whiting Field southeast of downtown San Antonio until its relocation at Hill Air Force Base east of downtown on Aug 14 AFB 1988). The first deploymentment(date) for both H&SUs took place Dec 51969 when 1st Bn./9th MAF embarked aboard USS Ponce (CVA-6) onboard amphibious assault ship USS Leyte Gulf under Commander First Lieutenant Frank A Vogel USMC et al.. They arrived off shore at Naval Support Activity Coronado Island off Puerto Rico,,,,they disembarked Dec 11 1969 enroute back home USA..This particular deployment took place about 3 months before Operation Neptune’s Spear which led to Panamanian Invasion Of Panama

In 2006, then-Mayor John Hickenlooper proposed that Port Lavaca become an independent city under HISD management with its own police force and budget. Many residents opposed this proposal because they felt that HISD should not have control over their communities' budgets or services while they continue to receive inferior quality public education from Houston's school districts
