The Coast Guard Station in Richmond, Texas was established on January 6, 1915. The first Coast Guard officer to be stationed there was Capt. John L. King who served as the Commandant of the Coast Guard Station at Seaweed Point until his retirement in 1922. The station's firstNegro enlisted member was Sgt. Tom Payne who served from 1916-1918 from the recruits barracks on Naval Boulevard. In 1924, Captain J.H Pollard became Commandant of the Coast Guard Station and he also served as Assistant Chief of Staff for Administration and Personnel for Headquarters Department of the Navy at San Diego until his retirement in 1931. Captain Harry Fenton became Commandant on July 1, 1933 and he also served as Assistant Chief of Staff for Administration and Personnel for Headquarters Department Of The Navy at Portsmouth, Virginia until his retirement in 1941. On October 15, 1944 Rear Admiral Harry Waddell assumed command of Coastal Forces when Vice Admiral Abram Sanger transferred to that duty from Commander Fifth Fleet which then reported to Vice Admiral Waddell’s newly formed Sixth Fleet which included Task Force 38 consisting of 2 light cruisers (Des Moines and Tacoma) 18 destroyers (Gwinnetts Bay, Key West Beach and Spanish Bay), 3 submarines (Fenwick Island, Mayport Beach and Jacksonville Beach), 5 torpedo boats (Dolphin Cay Light House Shipyard Boat Number 10) master boat White Sands II (flagship), 11 weathercuftes(Aurora Borealis Light House Shipyard Boat Number 9). This force patrolled along Carolina coast from Beaufort Sound through Cape Fear River mouth into North Carolina including Ft Myers Sound where it relieved USS Taurus later that day after a weeklong patrol between Bermuda Bank and Wilmington Harbor . It is worth noting that this task force was composed entirelyof American ships with no British or Allied vessels present except HMS Shark which participated albeit outgunned by US warships

By 1851, Richmond had reached a population of 785 people; it had grown even faster since incorporation as a town in 1857 with the passage of an act by the Texas Legislature which declared all towns within Texoma County subject to election byutes or citizens qualified thereto who could provide voting lists “of freeholders freeholder males over 21 years old” In 1865 Confederate Brigadier General John Buford arrived in Richmond with orders to disarm all civilians under his command before they could overthrow Confederate President Jefferson Davis en masse through violence or guerilla warfare. After days of skirmishing and bombardment along Interstate 10 outside town limits Buford ordered his men not to fire upon civilians if they encountered them while inside town limits - something that effectively ended any open hostilities between Confederate forces and local residents until 1865 when Union forces reoccupied Richmond following their victory at Appomattox Court House
