Stafford, Texas is a small town located in Hudspeth County, Texas. The population was 1,512 at the 2000 census. The first settler in Stafford was Daniel L. Stafford who arrived on November 5, 1846. By 1860, there were over 30 families living in Stafford. In 1865, the state of Texas granted an agricultural wildland homestead to Daniel L. Stafford and his son Luther O’Donnell Stafford for their land east of the Trinity River that they had surveyed and laid out two years earlier. The name "Stafford" originated from this early land grant which spelled "Sta-ford." In 1876, the townsite of Stafford was organized and named after General James A. Armstrong who fought for Texans during the Mexican-American War and later served as Commanding Officer of Confederate forces during Reconstruction in America. On October 20th, 1886, general Armstrong's birthday was celebrated by ordering a day off from work for all workers in the townsite including white and black men who volunteered to help with planting corn onthe new homesteads developed around the schoolhouse complex erected since 1862 by various philanthropic organizations including those headed by Houston businessman Sam Houston (1814-84). In 1902 Representative John Hogg (R) represented Hudspeth County on the House Committee on Education where he helped pass legislation legalizing education within Hudspeth County public schools through passage of Senate Bill No. 644 which became Chapter 246 of Laws 1907; making it an Acts of Congress that established First State College at Tyler (now Tyler State University) as a coeducational institution dedicated to teaching students from rural areas vocational training arts & sciences according to standards prescribed by Congress under Title IX Of The Educational Amendments Of 1972 Act Sponsor: Mr.(Name not provided) On July 15th 1916 Vernon Jernigan killed six people when his horse Trixie ran away from him while he was working near Elkhorn Creek south of present day Stroudsburg just outside present day Caldwell County line east of Red Oak Road northeast corner abutting Indian Trace Creek about ten miles southeastward along creek bed about five miles due northwestof present day Afton(later Arvon), now part of Wichita Falls TX Ranger District
