Stafford is a city in the U.S. state of Texas, located in southeastern Chambers County on the less-developed east bank of the Colorado River. As of the 2010 census, its population was 13,569. The city was founded by James Stafford in 1876 as a small settlement on the banks of the Arkansas River and became an agricultural center due to its location at one of several crossing points for wagon trains travelling from Missouri to California. The first post office here opened in 1877 and served residents of nearby Wichita Falls until it closed in 1923. Stafford was founded in 1846 by John Stafford and his wife, Rebecca. The town began as a small trading post on the banks of the Brazos River. In 1856, the townsite was enlarged to include present-day Stafford and its neighbor, Ector. By 1860, the population of Stafford had reached 100 residents. The townsite continued to grow until it included all of Ector County in 1873. The cotton gin boom of the 19th century led to an increase in production in Stafford. Cotton gins were erected at various locations around town and these mills produced large quantities of raw cotton for export. The mill owners also generated wealth through investments such as land purchases and real estate development. In 1907, a new cotton gin was built in Stafford and this facility became one of Texas' leading producers of finished goods. In 1954, when Texas joined the United States as a formal nation, Stafford became part oftxthe newly formed Lone Star State. Many businesses associated with slavery were destroyed during Reconstruction which ended in 1865 following the American Civil War (see History Of Texas). After Reconstruction many African Americans moved into south Travis County where they set up agricultural plantations or worked as sharecroppers on white landowners’ fields. This situation changed after World War II when black Texans received free labor from America's wartime allies under the Marshall Plan program (see American Freedmen And Their descendants: A history). Many local businesses including textile mills closed during World War II because there was no longer demand for cotton exports from Japan; however, other local businesses thrived thanks to postwar import substitution programs that developed within Texas government agencies devoted to economic development outside Dallas/Houston metropolitan areas. One example is Texaco (now ChevronTexaco) which became a major player in both domestic and international oil marketing due largely to its location on I-10 near Houston's 610 Loop Boulevard
