Roy was founded in the early 1800s as a Mormon town. It became an agricultural center and prospered until the 1930s, when it became a coal mining area. In the 1940s, Roy acquired its present name, which is derived from nearby Cedar City. The population of Roy peaked at over 10,000 in the 1950s and 1960s, but has since declined precipitously. Today, it has only about 500 residents. The town was named for Joseph Royer, a pioneer who settled in Utah Territory in 1847. When he died in 1849, his wife donated the land on which Roy stands to the LDS Church. The church built a school and post office here in 1852 and established a store in 1863. The first doctor to serve Roy was Dr. George Hinkleman; he opened an hospital here in 1865. In 1925, Roy joined other towns along the Wasatch Front region of Utah into what would become called Northern Arizona Statistical Area (NASA). This area included all of northern Arizona except Phoenix and Tucson; most of what is now Mesa County fell within NASA boundaries during this time period. In 1931, NASA merged with Southern Arizona Statistical Area (SASA) to form Arizona statistical areas (ASAs). At that point, all of southwestern Arizonan counties were part of ASAs; Mesa County was not included until 1959. Since then, there have been numerous changes to ASAs structure: In 1993 they were reorganized into four regions—Greater Phoenix-Mesa-Scottsdale-Phoenix metropolitan area (GPHM), Valley Metro PCL–Phoenix–CentralArizona Service District (VMPDSD), and Southern Arizona Metropolitan Statistical Area (SAMSA)—and each contained its own regional service district headquarters; likewise each ASAs contains multiple micropolitan areas or agglomerations thereof whose citizens are considered part of that specific region/sectorial office/divisional headquarter/site/location etc.; finally still there are several ASAs which contain no Regional Service District Headquarters at all but are instead managed by Joint Services Offices located within their respective Regions or Micropolitan Areas
