Norfolk became an important seaport due to its location near two major rivers and its ability to import goods andexport timber and other materials needed for construction during the Revolution. After Confederation (the United States of America) was formed in 1781, Portsmouth became part of Washington County until 1800 when it reverted back to Norfolk County under British rule. During World War II many naval forces were quartered here before being sent overseas; examples include Carrier Air Wing Fourteen (CVW-14), Fifth Fleet Air Group (FAG-5), Ninth Naval District Group Three Five Two Hundred Forty-Six (NGDG-3246), Fleet Air Arm Bomber Command No.( FAA(N) 3306). The USS Lexington - carrier operations center - also took place at NAS Norwalk while CVW-14 operated out of NAS Mayport as well as RAF Mildenhall airfield which served as one squadron operational base for Coastal Command RAF Bomber squadrons flying training sorties over North Sea with Warspite class submarines ('Operation Neptune'), Flamingo Class fast attack submarines ('Operation Pluto'), Harpoon Class submarine(' Operation Starfish'). This large scale Navy action was conducted offshore from Norwalk between Mayport/Mildenhall and Portsmouth/Churchill Roads thereby minimizing any potential risks associated with operating such large ships close inshore themselves within easy torpedo range or even upwind from land where enemy surface forces could be lurking undetected
