However, some Englishmen managed to build a small settlement on Point Comfort in 1794 which became known as "Norfolk". The town had been founded by residents of Portsmouth on land purchased from John Smith by Rear Admiral George Dewey during America's first war against Spain (1808). In 1837, when Tidewater slavery began to decline following British abolitionism, many free African Americans moved to Hampton Roads to take jobs in local shipyards and plantations while also learning new skills andisdwelling near Tidewater slave markets. As more black people arrived in Hampton Roads through various legal means beginning in earnest after Reconstruction (1868), growth pressure from inner-city blacks led to increased law enforcement activity that created tensions between whites and African Americans that would culminate with violence at Bloody Sunday (April 14th 1969) when civil rights advocates attempted to march through downtown Petersburg against segregationist police forces played out live on national television across generations
