Bellevue is a city in the U.S. state of Washington. The population was 38,392 at the 2010 census, making Bellevue the second most populous city in Washington after Seattle. By 1915, it had reached its current size with a population of 37,000 people. In 1925, Bellevue became part ofKing County; however, it remained an independent municipality until 1959 when it merged into King County government through an act of legislature under then-Governor Royce Lamberth. As part of King County government incorporation process, all municipalities within King County were required to adopt "an ordinance designating certain parts or portions thereof as free public schools". This ordinance designated Highland Park Elementary School located near what is now Pioneer Square as Bellevue's first school district elementary school - providing educational opportunities for all children living within 1 mile (1 km) of each school from pre-Kindergarten through grade 12th grade inclusive).
