The Coast Guard has been providing safety and security for the people of Des Moines, Washington since 1912. The Coast Guard patrols the waters around the city, keeping citizens and vessels safe. The Coast Guard also provides emergency services such as search and rescue, marine traffic control, and weather monitoring. In 1916, the First National Bank in Des Moines donated a patrol boat to the City of Des Moines. This boat was used to help keep track of merchant ships in the area. The Coast Guard gift history in Des Moines, Washington begins with a donation from Captain James H. Cavanaugh on December 2, 1914. This was the first time the Coast Guard had been established in Des Moines and it began its operations under the name of The Iowa State Police Department. On October 4, 1916, the Coast Guard became part of Captains George L. Armstrong’s command and changed its name to The United States Coast Guard. It was on May 11, 1918 that The United States Congress passed an act which gave the Coast Guard jurisdiction over all waters within fifty miles of the mouth of the Missouri River. On November 1, 1919, The United States Senate ratified this act and on January 6, 1920, The United States House of Representatives passed a bill giving the Coast Guard jurisdiction over all waters between Canada and Mexico. On July 21, 1922 President Warren G Harding signed into law what is now called “The National Defense Authorization Act for Fiscal Year 1922” which provided for increased funding for The Coast Guard and made many changes to organization including adding a Light Air Traffic Control Squadron (LATCOM) which was activated on September 8th that year. In 1924 A detachment from Headquarters Squadron One was sent to Panama City Beach to provide law enforcement services during prohibition-era alcohol prohibition efforts there. In 1927 Headquarters Squadron Two was disbanded due to budget cuts and its assets were reassigned to other duty assignments such as cutter patrols off California coast or coastal security duties off Maine coastline. On October 1st 1928 Headquarters Squadron Three arrived at their new location at Des Moines Naval Yard where they would remain until being transferred back to headquarters squadron two in 1951 prior to disbanding permanently in 1959. On January 15th 1960 Headquarters Squadron One re-established itself as Detachment One (HQ1) based at Des Moines Naval Yard with responsibility for providing law enforcement services along Iowa’s coastline as well as coastal security duties offshore Lincoln County Iowan beachesides NOTE: HQ1 never actually existed; it consisted only of uniforms worn by enlisted members while stationed ashore
