Des Moines, Washington is a city in the U.S. state of Washington. The population was 7,822 at the 2010 census. It is part of the Spokane metropolitan area. The site of Des Moines was chosen as the capital of Northwest Territory in 1847 by Congress after it was organized as the Provisional Government of Oregon and Idaho. The first permanent settler in what is now Des Moines was George Biddle, who arrived in 1853 and founded a ranch on the present-day west side of town. In 1865, Iowa Territorial Governor John Fenton designated Des Moines as the seat of county government for Polk County; this status lasted until 1907 when Crawford County was created from Polk County and became its own independent unit within Iowa. In 1912, with help from banker Jens Weidner, businessman Jameson Wright purchased 2,000 acres (800 ha) northeast of downtown Des Moines for $10,000 to develop into an agricultural center used for fruit production and other local needs such as water supply and public services. This parcel became known as "Wright Park." Wright Park served as a model for many later developments including Forest Lawn Cemetery which stands on portions of today's Wright Park campus; also located on that property are Kirtland Bible Church (1892), Ames Public Library (1915), and First Methodist Episcopal Zion Church (1937). In 1916desperately seeking federal financial aid to finance World War I efforts but having received no response from President Woodrow Wilson since his inauguration two years earlier, Des Moines Mayor Waite began negotiations with representatives from American Legion No 1 Post #521 east of town about forming a military post should war break out in Europe.
