In 1892-1893 Dr. Charles Eliot Norton served as medical officer with US Cavalry Regiment stationed at Fort Snelling outside Minneapolis before becoming superintendent of public instruction for King County. He recommended thatEllensburg be made capital of King County because its location would make it an efficient center for military defense; Norton's recommendation led to incorporation as a town on December 3, 1898 by voters of King County under the name "Ellensburg". The Ellensburg Historic District encompasses significant examples of Territorial architecture and government buildings from the first half of the 19th century: one block north of Main Street on Second Avenue (now State Route 9) are remnants of an early courthouse built in 1857-58 by Solomon Stowell; two blocks east on Third Avenue (now State Route 5) are remnants of another early courthouse built about 1860 by David Dunham; southwest corner First Street and Second Avenue are portions of an earlier jail built about 1870 by James Wickersham ( predecessor to Moses Lake). Other notable buildings include: Queen's Hall/Civic Center - completed in 1958; School Annex - completed in 1903; Armory - completed c 1912-1913; Post Office - constructed 1886-1897; Episcopal Church (1898), Methodist Church (1907), Congregationalist Chapel (1910), Masonic Temple Nos 1-3 1910-1920 (listed separately from Cathedral Building 1916); Government House No 2 1905-1910 ([now known as Naval Observatory]); Park Commission Building 1921([now known as Heritage Place])

The first settlers to arrive in this area were fur traders who hunted Beaver and other animals near what is now Ellensburgh Creek. In 1847, Congress passed legislation establishing eastern Washington as Indian Territory followingthe Mexican-American War; this created an opening for white settlement in what is now Spokane County. On October 12 of that year, John & Anna Ellensburg set out from their farmstead northeast of present day Cheney to cross the Columbia River at what is now Walla Walla Ferry Landing on Puget Sound and head towards what would become their new home on the east side of Lake Stevens where they began construction on a log cabin known as "The Gulls Nest." On November 15th1847 Anna died suddenly due to an illness brought about by exposure while journeying downriver from White Salmon onto Cape Flattery where she stopped for supplies with her husband; both died within hours from unrelated causes at Fort Colville (later Seattle). Five days later another pioneer family arrived at The Gulls Nest: Fenton & Martha Hardenbach who traveled downriver along with Capt Samuel Merrill who had been sent by Governor Isaac Stevens with orders to find land suitable for farming in Eastern Washington under US sovereignty since Mexico had ceded most if not all its holdings west of California to America following their war against Spain Three weeks later another group arrived: James Watt & his wife Eliza Jane Watt placed there with four others who’d followed them overland from Wenatchee Valley After spending winter quarters northeast of Olympia they started building a cabin called "Watt's Cabin" adjacent to Whatcom Lighthouse before finally moving into permanent residence around May 1st 1848 when repairs were made to Whatcom Lighthouse . When complete they became one of only two lighthouses on Puget Sound visible from shoreline .
