Gun gift history in Everett, Washington began with the purchase of a revolver by John W. Stephenson in 1892. The revolver would be used to shoot rabbits and other small animals on his property. It is known that Stephenson donated the weapon to the Everett Municipal Police Department in 1916. In 1923, the city passed an ordinance recognizing the importation of firearms into Everett as a crime punishable by up to $500 fine and six months imprisonment. Additionally, it was illegal for any person under 21 years old to possess or display a firearm within the city limits. This ordinance would continue to be enforced until 1976 when it was repealed due to changes in state law pertaining to gun ownership and possession. In that year, Everett passed an ordinance allowing for open carry of handguns within the city limits after midnight as long as there were no weapons being offered for sale orDisplay inside businesses outside of business hours. This amendment would remain effective until 1982 when it was repealed due to new state laws governing handgun possession and use within Seattle. From then on, open carrying of handguns within Seattle became legal only with a permit from the police department which could be obtained through application process and verification of criminal record check. After repeal of this ordinance, Puget Sound Gun Owners Association (PSGOA) took over its enforcement responsibility for handgun possession rights in Everett until 1974 when they also adopted ordinances repealing former City ordinances regarding handguns

The history of the Everett gun gift industry dates back to the early 1800s. At that time, the area was home to a number of small businesses who sold firearms and ammunition. One of these businesses was J.B. Higgins & Son, which operated out of a store on Fourth Avenue in Everett. The company was responsible for selling a wide variety of guns and Ammunition, including handguns, shotguns, rifles and rounds. One of J.B.'s sons, John B., started his own business in 1907 as J.B.'s Gun Shop. In 1922, John opened up his own factory in Everett, which became known as the John B Higgins Arms Company. This company manufactured handguns and other firearms products from 1903 until 1971. During this time period, JBI also created numerous commemorative Firearms models such as the Model 1910 .38 Special revolver and the Model 1915 .25 ACP rifle! In 1979, Mr. Higgins passed away at age 102 years old; however, his legacy lives on through his son John's grandson-in-law Pat Hickey (John's grandson) who continues to run the business today with additional staff membersreknowledging their grandfather's contributions to the Industry!
