At the time Federal Way consisted of only a few acres of land at the western edge of what is now downtown Federal Way. In 1916 Congress passed an act which created the Municipal District of Federal Way and gave it authority to build roads, sidewalks and other public works within its boundaries. The City Council first convened in 1917 and adopted ordinances establishing fire service and providing for annexation by other cities or towns within King County. On May 11th 1920 the City council voted 3-2 to annex more territory adding Boeing Air Force Base east of Interstate 5 along with much of Normandy Park including today's central business district (CBD) area between NW 20th Street - Now Mercer Street NW & Interstate 5 exit 162 & SW 176th Ave NE In 1954 when KING-TV channel 8 moved from Seattle Center into new facilities on First Hill there were plans to move federal way TV channel 8 as well but that idea never materialized due mainly to FCC regulations at that time which prevented channels affiliated with larger organizations like CBS from moving across county lines without prior approval
