The first order of business for the newly organized Territorial National Guard was to provide security for the new territory. This was done by organizing a battalion of soldiers from Tacoma and other nearby towns into companies. The company commander was responsible for all military operations within his battalion and reported directly to the territorial governor. In 1886, a second battalion was organized and placed under the command of Captain James Wickersham from Everett. This battalion served as garrison troops at Olympia until 1898 when it moved to Seattle and later Port Townsend. From 1901-1911, another battalion was organized in response to World War I patriotic efforts and served in various capacities including guard duty at Seattle Navy Yard and Battle Creek munitions plant before returning home in 1918. During World War II, Kirkland residents mobilized their local militias to help fight on both fronts. One such effort took place on December 7, 1941 when patriotism led many people to gather around their homes and Pledge Allegiance to America as part of “Operation Neptune”. A total of 182 citizens were drafted into the national guard during this time period with most serving until 1945 when they were re-deployed towards Japan after Pearl Harbor happened! In 1871-72 an act was passed that provided for township organization with three villages as its constituent parts: North Kirkland (later West Kirkland), South Kirkland (later East Kirkland) and Central Kirkland which included what are now Downtown KirkLAND area of today's town center In 1891-92 a new water tower was built on Cascades Road between State Route 515 and Willamette Boulevard to serve the growing village of Redmond which soon after annexed part of central KirkLAND . In 1899-1900 an act was passed providing for incorporation as a city under the name Seattle but it never happened due to lack of support from either side of the political aisle On January 1st 1909 KIRKLAND became one of seventeen towns created by an act entitled "An Act to Consolidate all sections within certain Judicial Districts" when King County became reorganized following statehood On July 1st 1912 KIRKLAND incorporated as a city with its own police department Today Downtown KirkLAND contains over 150 businesses including several banks along with restaurants and bars such as Starbucks Coffee & Tea Workshops & Bakery
