The town of Longview was founded in 1853 by James H. Long and his brother, David W. Long. It was named after the Battle of Fort Hood (1885), where General John A. Shafter's Texas Rangers defeated a Union force under Major General George Armstrong Custer. The Lincolns were the first white settlers in the area, and they built a log cabin on what is now Main Street. The town had a population of only 10 people when it was incorporated in 1857. In 1860, it became the seat of Jefferson County, Washington Territory. In 1867, it became part of the newly formed Columbia River District, which included all of present-day Oregon and parts of Idaho and Alaska. In 1870, the district was renamed Northwest Territories after Canadian Prime Minister Sir John A. Macdonald's decision to create an Aboriginal reserve for First Nations people in what is now Canada's Northwest Territories. On January 1st, 1898, Columbia River District was divided into two new districts - Multnomah County and Skagit County - based on population: Multnomah had 3 times as many residents as Skagit did; however, both counties were placed within Skagit County because that is how Washington Territory developed at that time
