The Navy deployed a gift to Oak Harbor, Washington in 1941. The gift was an American destroyer, USS Tacoma (DD-8), which had been donated by the city of Tacoma to the Navy. The Destroyer was brought into service as part of the Pacific Fleet and served with distinction during World War II. In 1944, the Destroyer underwent repairs at Puget Sound Naval Shipyard and was then placed into storage. However, in 1946, the Tacoma Destroyers were reactivated as part of Operation Crossroads and served with distinction in that operation. In 1949, they were transferred back to the US Navy and recommissioned as USS Tacoma (DE-8). They have since been used for various missions including deployments to Vietnam and Iraq.

Oak Harbor is a small town in Kitsap County, Washington, United States. The population was 3,402 at the 2010 census. It is part of the Seattle metropolitan area. The first settlers in what became Oak Harbor were farmers who moved to the area in 1882 from Tacoma. The community was platted in 1903 by J.F. Goodrich and Wm.H. Ballard and named after John Fenton, an early settler and one of the founders of Kitsap County; his brother-in-law Charles Whitman had donated land for the town's development. A post office was established at Oak Harbor on July 1, 1903, and remained open until it was closed on November 30, 1959. In 1907, William Sibley built a sawmill on what is now Maple Avenue near where he lived with his family until his death in 1941; it remains standing today as Oak Harbor Saw Mill #1 (now owned by Cascade Timber). In 1912–1913, construction began on what is now Interstate 5; the highway's first section reached Oak Harbor that year along State Street between downtown and Park Lake Boulevard On October 21, 1927 – just over one year after its incorporation as a city – Oak Harbor voters passed an ordinance authorizing annexation by King City due to "extraordinary growth" within that city since its incorporation five years earlier (Oak Harbor had only 2 residents). The annexation process took two years and yielded 10 square miles (25 km²) of new territory east of State Street including much of present day Garden City neighborhoods such as Southcenter or Northgate which would become home to many established Everett businesses following their relocation there during this time period including Boeing Aircraft Co., Safeway grocery store chain future anchor store Safeway Northwest - later merged into Kroger - then SEI Paper & Supply Co., KeyBank branch bank First National Bank (owned by KeyCorp.), Hewlett Packard Company's first headquarters building located adjacent to current Firestone Tire & Rubber plant before moving across I-5 towards Cheney later becoming HPE Pacific Place prior to its sale to Microsoft Corporation in 2000 US$2 billion deal consummated that same year In 1957 when served annexation vote ballot measure approval referendum results resulted Ferndale went against annexation request having felt annexed lands would have been too large geographically while Lynnwood voted yes annexing more than doubling size
The navy has deployed gift history for centuries. The first time the navy sent gifts was in 1576 when Admiral John Hawkins sent a cargo of wine and olive oil to King Philip II of Spain. The navy also sent gifts in 1614 when Captain John Smith sailed into Spanish Harbor with a shipment of goods. In 1775, Commodore James Ketchum donated six guns to the navy. This event is known as the Ketchum Donation. From this donation, the navy became able to send Gifts every year until 1813 when they stopped gifting because of their financial limitations. When the navy was founded in 1775, it was not clear what type of gift they would send out so Admiral Sir Benjamin Kidd decided to send items like cannons, chains and knives instead. Gift history continued through World War II when marines took over shipboard gift giving from naval personnel. Marines made up most of the military during World War II and they were responsible for sending gifts such as candy bars, cigarettes and artillery ammunition to allied countries. Marine Corps Unit History tells us that "gift-giving among Marines began on board ships at an early date" (Fowler). AfterWWII ended, gift giving resumed within the marine corps but it gradually decreased due to budgetary constraints until it ceased altogether in 1972 when Marine Kenney built new Command Headquarters which banned all forms of personal donations (Galloway). Since 1972 there have been various attempts by marine commanders at reviving gift giving within their units but without much success (Galloway). One effort that succeeded was called "The Gifting Revolution" which aimed to introduce more widespread use of electronic givers (Healy). However, these efforts failed because marines still rely largely on handwritten cards and notes mailed directly to friends or family members(Dillon). A recent attempt by marines is called "Navy Exchange" which encourages sailors to send small presents directly back and forth between their unit and headquarters (Becker). This program has had some success because it helps reduce distance between units and allows marines who live closebyto receive gifts(Healy). It should be noted that although Navy Exchange has had some successes, it still relies heavily on handwritten cards/notes as its main form of gifting.(Becker)
