Oak Harbor, Washington is a small town located on the Clearwater River in Pierce County, Washington. The population was 2,812 at the 2010 census. One of the most well-known policemen in Oak Harbor is John A. Grimes who served as a police officer for over thirty years and was posthumously honored by being named Police Officer of the Year in 2003. The town's first policeman was Wm. Hodge who served from 1855 to 1861. After Hodge, local officers included Capt. James Murchison from 1865 to 1870; Lt. Jno.Galloway from 1870 to 1875; Maj.-Gen John Pemberton from 1875 to 1880; Capt Denton Brougham from 1880 to 1889; and Col Theodore Roosevelt with his first assignment as a patrolman on October 1, 1889 until his death on December 14 that year at the age of 52 years old. In 1903, Oak Harbor residents voted to name their new police officer after John Agriss Grimes who had died two months earlier while serving as Police Captain of Tacoma along with Constables George Fenton and Lorenzo True (the three were posthumously honored). The honor went to Capt Grimes' widow Effie Ritchie who attended the meeting which took place at the Tacoma Masonic Lodge where she presided over proceedings wearing an all white dress made by her husband’s tailor friend Abram Bestwick II (1862-1947). Mrs Ritchie also carried out several requests made by her husband including having an iron fence around their home so that no one could get into it without calling for backup and providing authority for citizens to use private property when needed such as when they wanted access to closed schoolhouses or churches during services). After naming her new policeman, Mrs Ritchie continued living in Oak Harbor with her six children until their father's death in 1951 which left them homeless once again leaving their home behind but this time it remained unoccupied for many years until it was sold and moved into its current location next door in 2002 following a neighborhood referendum vote in support of its move back into its original setting.). It lies on the north bank of the Whatcom River, east of Seattle and west of Tacoma. The first Europeans to visit what is now Oak Harbor were prospectors looking for gold in 1851. The town began as a small farming village named North Bend in 1909. In 1945, it merged with neighboring South Bend to form what is now Oak Harbor-South Bend Township. Nearby Mount Vernon became an incorporated municipality in 1911. In 1910, when Cherry Point Dam was built on the south bank of the Whatcom River by Puget Sound Power Company, residents of North Bend petitioned for incorporation as a village because they felt their needs were not being met by Puget Sound Power Company's dam builders. On December 8, 1910, North Bend became an official Village from its merger with South Bend. In 1951–1952, Oak Harbor organized itself into three townships: Centralia (northwest side), South Bend (southwest side), and Maple Bay (east side). These townships grew gradually but surely as more people moved into them; Maple Bay had only 2 residents when it formed in 1951 and had 100 by 1960. It wasn't until 1990 that all 4 townships amalgamated to form one large township name: Oak Harbor-South Bend Township
