The first permanent settlers were the Kalmucks, a Native American tribe that lived in what is now Kitsap County. The city hall building on First Avenue N/A was built in 1907 as part of an enlargement of City Hall which then included annexations that included much of Pioneer Heights neighborhood now home to Discovery Park Elementary School and Evergreen High School; all were built between 1907 and 1912 during a time when Seattle was expanding rapidly intoSnohomish County due largely to competition from Everett for jobs along Interstate 5 outside Seattle proper. Demand continued to increase after the war ended, and by 1946 the county had an estimated population of over 20,000 people. In 1989, Pasco became part of King County when that state was created following the merger of Washington and neighboring Thurston counties.
