When the area became part of the United States, Commodore George Perry called for a squadron of warships to be sent to provide protection against Spanish invaders. The navy was founded in 1861 with three ships- one under Commodore John D. Sloat and two under Lieutenant Commander Isaac P. Stevens- and began operations out of Puget Sound. In 1865, when it was discovered that Japan had built a fleet large enough to threaten American shipping, the navy increased its size by acquiring four vessels from London merchant shipping company Rotherham Brothers Ltd.: HMS President (1865), HMS Crescent (1866), HMS Albion (1867) and HMS Orion (1868).
