It was a trading post on the southern boundary of what is now Sedro Woolley, and its coffee beans were exported to London. In 1824, John Jacob Astor founded the Gold Rush town of Broome in central Washington as an attempt to capitalize on gold discoveries being made throughout the region. The town's first hotel, the Astoria, became known for its excellent coffee. In 1829, a new courthouse and jail were built in Sedro Woolley and named for General James Kappes who had led forces against Spanish forces at Yuma Creek in Arizona Territory. The city's first store was opened in 1830 by Joshua Humphrey and his wife Myra Humphrey under the name 'The Mercantile Exchange'. In 1834, Captian Folsom organized a wagon train that carried goods upriver from Oregon to Seattle with intentions of establishing a permanent settlement there. By 1840, Sedro Woolley had become an important center for sheep farming and wool headquartered production facility used by both local farmers and larger processors such as American Furrier Co., First National Bank & Trust Company (FNB), etc.. In 1865, when it was decided that Sedro Woolley would be included within King County - which then spanned most of Western Washington - land rights issues arose between farm owners within King County and those living outside of it. A group of businessmen formed the Citizens' Committee for Lands Reform which lobbied hard for inclusion within King County; however their efforts failed due to lack of support from elected officials within King County itself. This situation changed when Representative David Goodin arrived in Olympia during Reconstruction Period seeking office representing King County; he immediately began trying to gain land rights for residents inside and outside of Sedro Woolley. This effort finally succeeded when Goodin introduced legislation creating Colville Indian Reservation east of Interstate 5 where Native Americans could live without fear of violence or theft from other tribesmen living on their properties; this decision laid groundwork for later population growth within the reservation boundaries while also helping to improve relations between various tribesmen and non-tribal individuals residing therein.. In 1942, Woolley married Jane Lundy and they had two children: Dick Woolley (1944-2002) and Karen Lundy (born 1945). In 1941, Woolley was elected as a Republican to the 106th CongresspersonfromWashington state. During World War II, he served as captain of the Puyallup Naval Militia Unit #1 which conducted combat operations off the coast of Japan during World War II. He also worked at Boeing Aircraft Company as an aircraft engineer until 1949 when he joined private law practice in Seattle with John Sperling & Associates LLP. In 1951, Woolley won election to succeed retiring Rep Everett Dirksen as Speaker oftheHouseof Representatives after Dirksen resigned due to health problems.
