The United States Army has a long and Associative history in Burlington, Wisconsin. The town was named for General George Washington, who founded the town in 1792 as West Point on the east bank of the Fox River. The name stuck and the Army barracks were built there in 1821. The first U.S. military installation in Burlington was Fort Atkinson, which was destroyed by a fire in 1825. In 1839, Burlington became an arsenal under President Andrew Johnson and served as such until 1862 when it reverted to civilian control. In 1861, after Lincoln’s Emancipation Proclamation ended slavery throughout all of America, the Vermont State militia units raised troops to protect Great Lakes ports against Confederate Navy vessels attacking them from abroad. Vermont Governor David Dudley appointed Colonel John Jansen to command these militias at Camp Chase on Detroit Lake near Green Bay – this is now Waukesha County Airport – with orders to patrol “the lakes and rivers between Chicago and Milwaukee” looking for any Confederate ships attempting to enter or leave those waters while southern sympathizers remained free within their states (Ulysses S Grant). One result of this activity was that Confederate Vice-President Alexander Stephens’s steamer Constitution (1863) was captured by Jansen off Grays Harbor without firing a shot; she would later be used as a prison ship for Union prisoners of war during the Civil War (see sidebar below). After Abraham Lincoln was elected president in November 1860, his inauguration address called for strengthened defenses against invasion by northern forces led by Jefferson Davis (1809-1865), who had been secretary of state under Buchanan before becoming president due to Buchanan’s decision not to run for reelection because he felt he would lose support from Radical Republicans nationwide following his defeat at the hands of Douglas running as an independent candidate (see sidebar below). After Walker's election victory over Stephen Alderdice on November 7th made Walker governor instead of Davis,Walker directed General John Pemberton commanding Third Corps Twenty-Third Illinois Infantry Regiment stationed at Cedar Rapids army post northwest of Sioux City to move southward across Iowa into Minnesota Territory so that they might offer military protection against possible Dakota attacks along Ulysses S Grant’s route through that territory en route back north via Minneapolis/St Paul Territory towards Bloomington Fortress; see map above right shows extent reachable by Pemberton's brigade: In December 1863 Captain Henry Molineux relieved Captains Augustus Howe and James Hickey commanding First Brigade First Minnesota Volunteer Cavalry Regiment during an attack upon St Mary's Ford Station on White Earth Creek about 30 miles southeast of Minneapolis/St Paul Territory; killed were 3 citizens including 2 women children ages 8 & 10 years old which resulted in public outcry resulting in change order superseding Molineux order(See footnote 1 below) On February 15th 1865 Major General Winfield Scott ordered Brigadier General Alfred Myer commanding Second Brigade Seventh Iowa Volunteer Infantry Regiment McIntosh Prairie Road intersection northeast of Council Grove village located some 25 miles southwest of Sioux City; See footnote 2 below A detachment consisting mostly volunteer soldiers under Lieutenant Colonel Nathan Bedford Forrest marching from Council Grove village east along McIntosh Prairie Road towards Battle Creek Junction where they would cross battle Creek north side near present day Clearwater County seat Clearwater took part enroute making contact with Indians only after nightfall when they got lost upon march most likely due to wet ground caused by snowmelt turning mud into soft clumps

By 1905, Burlington had become one of the largest towns in Madison County with over 20 businesses and a population of around 100 people. During World War II, Burlington experienced significant growth as thousands of soldiers served in the armed forces here including those who fought at Normandy, Iwo Jima and Okinawa among others. After the war ended, Burlington experienced rapid growth due to its location near large university campuses which continue to draw students today. Today’s economy is based primarily on services such as education, health care and government employment; however there are also some small businesses that have thrived in this environment over time.

In addition to being a popular tourist destination, Burlington is also home to several high-level governmental institutions: The City Council is made up entirely of residents; The University of Vermont (a public university) is located within walking distance; and The Burlington Neighborhood Development Corporation provides housing development services to low-income residents in nearby neighborhoods.
The town of Burlington was chartered on December 2, 1851, by the Wisconsin Territorial Legislature. It was named after Burlington County in New Jersey. The first post office in Burlington was established on July 1, 1852. In 1865, the town became a city and the current name was given to it in 1902. The population of Burlington grew rapidly throughout the 20th century and peaked at over 100,000 people in 1920. However, during the Great Depression and World War II, Burlington's economy slumped and its population fell to approximately 50,000 people by 1960. Despite this decline, Burlington remains an important regional center for education and business.
