Grafton, Wisconsin is a small town in the Milwaukee County area of Wisconsin. The population was 5,895 at the 2010 census. Grafton is located just south of Milwaukee on the east side of the Fox River. The first settlers in Grafton were Dutch immigrants who came overland from Holland in 1673. They built a log cabin on what is now State Road 12 and named it "Grafton". The first school was built in 1847 and classes began for students from ages 6 to 18 that year. A post office was established at Grafton in 1868, and mail was sent to all villages within Milwaukee County until 1907 when it was moved to Racine. Grafton became a city in 1925 when it merged with the neighboring town of West Allis. In 1960, Grafton became an incorporated village after being passed through an act of the Wisconsin Legislature under then-Gov. Richard Nixon (D). At that time, there were 740 people living in Grafton and its adjacent townships; however, this number had grown to 1,190 by 1990 when annexation petitions were submitted for several other nearby municipalities which also became incorporated villages: Appleton (1988), Brookfield (1991), downers Grove (1992), Kenosha (1993), La Crosse (1994), Menomonee Falls (1995) and Outagamie Falls (1996). In 2000, Grafton amalgamated with Spooner as one municipality again following passage by Act 10 of that year as part of Agenda 21 legislation promoting sustainable community development throughout America's cities and towns. As part of this effort, annexed properties within the City Limits Park including those lying east/southeast of I-94 between Center Boulevard and State Highway 12 had their boundaries adjusted so that they lay within both Greenfield Township - which includes much rural land extending into downtown Wausau - as well as Spooner Township - which contains much urban land lying east/southeast of I-294 between Center Boulevard and State Highway 12 on behalf of both municipalities combined . On July 1st 2006 all annexed properties within either Greenfield Township - which includes much rural land extending into downtown Wausau - or Spooner Township - which contains much urban land lying east/southeast of I-294 between Center Boulevard and State Highway 12 were transferred back to their respective municipalities via eminent domain
