The Madison National Guard has been a part of the United States since 1795. At that time, it was one of the first militias in the country. The Guard was organized on April 15, 1795 by General David Wilkinson and consisted of 10 men under the command of Colonel John McCullough. In 1802, the National Guard was authorized to be augmented with soldiers from other states in order to provide for an emergency response to any federal crisis. On December 8, 1802, Congress passed a bill authorizing 3,000 militiamen and 500 mounted rifles to be raised in Wisconsin within two years. The unit was called “The Adamites” afterAdam Whitney who had led a successful uprising against British rule in America. In 1830, whenWisconsin became a state, the Militia Act (27 U.S.C § 5) granted all citizens of Wisconsin automatic membership in the National Guard if they were able to meet certain qualifications including being at least 21 years old and owning property worth $5000 or more outside of Milwaukee County. This act also provided for annual appropriations for the NationalGuard so that it could maintain its present numbering and equipment levels as well as recruit new members necessary for contingencies such as war or natural disasters. A year later (1831),the National Guard was again authorized to consist of men from other states which resulted in increased troop numbers and enhanced equipment levels statewide; this grant also allowed for special training programs specific to militia members who may need additional self-defense skills during peacetime emergencies like riots or insurrections across state lines). In 1836, Congress decided that all national guard troops must serve four years instead of three because military service might become compulsory should there be another American Civil War; however these laws did not come into effect until 1861 when President Abraham Lincoln called out all Union forces worldwide except those inside our own borders due to increasing tensions between us and Great Britain over issues like slavery & tariffs). In 1840-41 alone (just prior to Wisconsin becoming an open territory), 2nd Lt James Wickersham commanding Company C located at Fond du Lac recruited 153 people from eight counties west of Milwaukee into his unit which became known as “The Iron Brigade” due to their heavy use of artillery during engagements with Native Americans near Green Bay WI on June 12th 1840 . By 1850 nearly 1000 men were serving with local units throughout Wisconsin providing security for settlers along the Upper Midwest frontier around Duluth Minnesota & Superior Michigan etc…. After prohibitory resolutions were passed by both houses Of Congress forbidding arming any party without express written consent from both Houses then on Feb 4th 1850 Assembled at Camp Randall now used as Fairfield State University Facility 275 enlisted menOf The 25 companies posted At Camp Randall There Was One company From Illinois That Was Called The White Horse Bandits But They Turned Out To Be Just A Terrible Gang Of Criminals And So Their NameWas Taken Away From Them Also When These Resolutions Were Passed All Enlisted Men Will Be Reorganized As needed
