The village was founded on October 16, 1873 by John Withers and his wife Catharine Beaumont Withers as a small post office called Whitefish Point. On November 1, 1873, it became a town under the name of Manitowoc. The first public meeting held in Manitowoc took place on December 12, 1873 when eleven people met to select members for a board of trustees. The first store was built on Main Street in 1875 and continued to be operated by Gertrude Brown until it burned down in 1903. The first school was built in 1878 and remained open until 1915 when it was replaced by the present high school which opened its doors on October 1, 1916 In 1924, Manitowoc began annexing neighboring townships including Menomonee Falls and Racine while still retaining its own name; this process lasted until 1978 when all but two of the town's twenty-six thousand residents were annexed into Green Bay . In 1980 (the last year with an unincorporated community named "Manitowoc" within the boundaries), voters passed a resolution proclaiming that "No annexation shall take place without express vote by village electors." In 1984 (the last year with an incorporated community named "Manitowoc" within the boundaries), voters passed another resolution stating that any new annexations must have local approval prior to taking effect; this policy remains effective to this day . Manitowoc is a town in Door County, Wisconsin, United States. The population was 9,451 at the 2010 census. The first European to visit the area was1 August 16, 1765 when French explorer and fur trader Jean Nicolet discovered the river's mouth. The town was platted in 1836. It has been called "the second most populous municipality in Door County" after Milwaukee. In September 1840, three men from Manitowoc founded the city of Milwaukee with a land grant from the government of Canada. This event marks the beginning of what would become one of Wisconsin's longest continuous growths in population; by 1850, Manitowoc had reached its peak with a total population of 11,500 people. The City of Milwaukee annexed part of Manitowoc on February 22nd 1865 (via resolution) because it became apparent that there would be no other community located between Chicago and Madison for manufacturing workers and their families.
