The town was founded by Captain Lewis and his men after they defeated the Sioux at what is now known as Battle of Black Hawk. Captain Lewis donated a large piece of land to the town, which became their first police department. In 1871, the first station house was built and in 1888, the first jail was constructed. The town's population grew rapidly during the late 1800s and early 1900s, reaching over 100 residents by 1910. However, World War I brought an end to Rochester's prosperity and economy; Monroe lost most of its jobs and businesses. Despite this lack of stability, however, many citizens continued to support their mayor through various fundraisers and events. In 1920, Monroe became part of the new Racine County; this change helped to improve relations between Racine County officials and Monroe Mayor John Jinkson. In 1931, Sheriff Harry Bendix joined Jinkson's department and helped make Monroe one of Wisconsin's most secure communities. During World War II (1939-1945), several manufacturing plants were closed in Monroe due to war rationing; however, many residents still supported Mayor Jinkson through patriotic activities such as helping set up food banks during wartime shortages. After 1945 ended with Germany's surrender that year, many civilians left Monroe for different reasons but some remain active members of the community today including Police Chief Rick Langevin and Mrs. Denise Kowalski-Fowler

Monroe, Wisconsin was founded in 1835 by John Montgomery and his family. The town was named for General James Monroe, the first U.S. President who served two terms from 1801 to 1809. The following year, it became the seat of government for all of Wisconsin Territory. In 1861, Monroe was renamed Madison after President James Buchanan’s Vice President, Andrew Johnson. After the American Civil War ended in 1865, the United States Congress designated Monroe as the new capital of West Virginia Territory because Charleston, South Carolina had been destroyed by Union forces during the war. When West Virginia seceded from the United States in 1863, Monroe again become its capital when New York City was transferred to that state at that time. The population of Monroe peaked at over 20 thousand in 1880 but declined rapidly due to various factors includingthe Panic of 1893 which caused a decrease in business activity; increased competition from other towns along Route 54; and changes in agricultural practices which led to an increase in crop failures and mass unemployment throughout much of North America during this time period

In 1903, Monroe became a charter city and has been growing steadily ever since. Today, it is one of Wisconsin's largest cities with over 2 million residents.
