The first organized military forces in the United States were raised by George Washington in 1775 to help quash revolutionary threats against him and his government. The National Guard played an important role throughout the American Revolution, and often served as a reserve force for the regular army. After independence, the National Guard continued its role of guarding our borders and providing supplemental security for our citizens. One of the most significant changes made to the National Guard during the 20th century was its change from a militia into a national guard force. This transition was motivated by both political and financial reasons. At first, it was difficult for companies or units of the National Guard to get enough funding to support their operations on an even footing with other departments of government. However, as budgetary constraints began to ease in the late 1970s, state legislatures beganto increase appropriations for national guard units. This shift helped solidify national guard service as one of our country's most important institutions; today, more than 1 million soldiers and Marines are sworn into duty with the Guardsmen wearing two different uniforms: U.S. Army green fatigues while serving in field deployments abroad or Marine blue coveralls when deployed domestically (Figure 1). NationalGuard troops have also played an important role in many domestic emergencies such as Hurricane Katrina; Hurricane Rita; Superstorm Sandy; flash flooding following President Obama's visit to Benghazi; and numerous other events across America ( Figure 2 ). In each instance, local communities had difficulty summoning up enough volunteers or equipment to provide necessary responseeguard public safety while not putting strain on already limited resources ( Figure 3 ). Nationwide assemblies have also been held at various locations all year round where citizens can come together to discuss issues relatedto homeland security topics (e.g., training exercises), community policing initiatives, homeland defense strategies/measures, etc.( Figure 4 ). As we move into this new millennium we must remember that our nation's emergency response system is built around military-grade gear which allows usresponse quicklyand effectively when called upon - whether it be during natural disasters such as Harvey or Irma or terrorist attacks like San Bernardino or New York City . As we continue dedicate ourselvesto making America safe again we should remember that every moment counts - especially when it comes toget involved with our nation's oldest institution
The National Guard has been a part of the United States for over sixty years. The Guard was established on July 2, 1907 when President Theodore Roosevelt issued an executive order calling for the creation of a national guard to supplement the regular army. The first units were organized in Massachusetts and New York City. On October 15, 1917, President Woodrow Wilson signed into law the National Defense Act which created the National Guard Bureau. On November 16, 1917, Congress passed two additional laws creating both cavalry and artillery battalions within the National Guard Bureau as well as infantry brigades and aviation squadrons. On December 12, 1917, President Wilson ordered all military departments to form attached Brigades or Battalions of Infantry in addition to their normal companies of infantrymen. As World War I began in Europe, many patriotic Americans called for more soldiers to be called up to serve their country abroad. In response to this sentiment, Congress passed The National Defense Authorization Act in 1918 which provided money and weapons for war effort and authorized states to call up militia if they so desired. This act also designated November 16th as “National Military Day” in America. In 1919-1920 there was significant growth within the Militia due to troops being drafted into World War I at a rate that exceeded enlistments from 1914-1918 combined! As a result of this growth within society's largest volunteer force since colonial times (with 3 million active duty men and women Soldiers & Sailors), it became necessary for Congress to pass an act authorizing appropriations for further expansion ofthe Militia including funds specifically earmarked for armaments purchases by state militias during 1920-1921 . In 1933 new legislation was passed increasing funding (now $25 billion) allocated annually towards military programs overall with specific allocations set aside for national guard purposes!
